It's a bit annoying because the Crashfish that come from the plants are a unique and interesting concept, so you'd think that the sulfur would be more interesting. The only real use is early, early game. Even the beacons you use in the Cyclops don't use cave sulfur.

Scrap metal also seems to respawn, because no matter how much you gather up those stalkers always seem to find more of it. Cave sulfer does seem to respawn with the respawn of the crashfish but again the respawn of sulfur is much slower than the respawn of the fish itself. As to making flares.
